Yes, the claim is true. According to the FBI's 2019 Uniform Crime Report (the most recent year with detailed interracial breakdowns in their Expanded Homicide Data Table 6), there were 566 white homicide victims killed by black offenders and 246 black homicide victims killed by white offenders in single victim/single offender cases.

that "12×" stat is completely false. The FBI hasn't published interracial homicide tables since 2019. The last detailed dataset shows the real numbers... So the raw ratio is about 1.9 : 1, not 12×.
